What year was the railway completed around Welshpool? That is the first question you need to be asking. I know the Llanidloes to Newtown wasn't completed until 1859. Thus if she was born pre railway era then her father is going to have a completely different occupation. I know that doesn't help you much but don't discount so quickly either being a contender. Did you try looking for the birth of a sibling, especially if born later. Does witnesses from e.g. Marriage give you contenders?
