The Rachell Powell from Lowndes county, AL, is in Lauderdale MS in the 1860 census. She is living with her daughter Julia Powell Hurt and Julia's husband and children. Interestingly, Julia's first son is named "William H." This is signifant since apparently (according to information below) Julia's parents were William and Rachell Powell. Moreover, William and Rachel had a son named "William." If this is my great grandfather, he was also "William H. Powell."
