His descendant, Thomas Powell, b 1616 New Haven, Conn and Priscilla Whitson, eventually descended down to Col John Powell, of Lanesboro, Mass, and was in the Amrican Revolution. I just told my Powell Aunt that is from this line and has DNA to connect her that was done on her nephew recently. For your goal I think you best bet would be to find the most distant male Powell relative and have him order a Y-DNA test. Wait until something is on sale and go for that. The Y-DNA12 at $39 would have been a good deal, but that sale ended last night. Something else will come along about mid-year if not sooner. Your kit isn't matching with other Powells. It would be helpful to see if your kit matched with expected relatives, the more removed the better. I don't think a SNP test will help with your goal. I looked at your matches in the I-M223 project.
