He was born in 1864/5, Prees, Shropshire, England. His parents were Joseph & Sarah Ball Powell. He followed his brothers, Clarence & Edgar to Kansas & was living with Clarence in Rochester, Andrew Cty, Kansas during the 1880 census. He enlisted in the US Army in July 1886 & again in 1891.
