The plot in which he was buried is owned by David A Powell (his brother and the foundry operator). David is also buried in Spring Grove Cemetery. Have significant amount of info on the Powells (and still trying to figure it out too) -- your Watkins and David are of the Shadeland Powells. There were Powell cousins in SW Ohio (Hamilton and Butler Counties). Also, FYI, parents of your Watkins Powell are Rebecca Adams and Watkin Powell (1773-6 Apr 1850); and his father was Watkin Powell (~1713-1802). Most of the family emigrated to Utica NY in 1801.
