IL shows Powell families in Cairo, IL. There was one that looked likely: Cyril Powell age 38 Fireman Parries 27 wife Mable A. 3 Robert M. 9/12 (b. July 1929) I found this reference for Cairo IL Veterans services: Senior Citizens Ctr/IETC 22nd & Poplar St. Cairo, IL 62914 9:00-4:00 1st & 3rd Thursdays 618-734-0535 Perhaps by contacting this office, they can suggest how to find out if they had a son named Charles in 1931 and if there is still family living in Cairo. There should be something in the local newspaper about his disappearance in 1950. Putting something in the local newspaper now might find a family member, too. good luck!
