In the mind of the person writing the record, the symbol they were making was a capital F not a small double ff. Some writers also had a method of making a capital P, where the bottom of the P went below the line, there being only a very small difference in appearance from their small p. The difference was usually in the ornateness of the beginning of the letter. In the minds of modern readers, any p which goes below the line is a small p.
