The Thurgarton hundred was one of 6 in the county of Nottingham, the others being Bassetlaw, Broxtowe, Newark, Bingham and Rushcliffe - some of these are now the names of District Councils within Nottinghamshire today. If a hundred was large, it would be split into divisions, and Thurgarton was split into a North and South Division, with Southwell Division in between. You're right in thinking that Elizabeth wasn't living in the workhouse on the 1841 census, and Westgate was (and still is) a well-to-do area. The letters next to Elizabeth's name are F.S. which stand for Female Servant. It's possible that the word inmate next to Elizabeth's son's name just means that he was literally living with another person - difficult to tell without seeing the image.
