If you are on Windows Vista, there is a Windows Photo Gallery included in the system. It is really great little program for cataloguing and tagging photos. You can also email pictures directly from the catalogue. If you are on Windows XP, I'd suggest to get program Picasa made by Google (picasa.com). It is free and widely used. Personally, because I do a lot of photo/graphic design and I own the Adobe Photoshop, I use Adobe Bridge. Probably, one of the best photo cataloguing software on the market today. But it is $$$.
