    3. I have found someone who may be a rel. On the passenger manifest he is listed as "held for special inquiry". The column beside his name has these. Does anyone know what they stand for? Irene these Initials "IPC".

That's Likely Public Charge. Go to the end of the manifest and see what happened to him. Or, on Ancestry, go to the what seems identical index listing which is a link to the special inquiry page.
