You simply send another email to the list, like you just did. It goes to the mail server, and then gets sent on to everyone who has subscribed to the list. The lack of responses may be because many list members are preoccupied with the election and will turn back to their genealogy email mid-week. If you want to change the subject line on a post, then how to do that depends on your email client or the web interface that you use, but you just edit the subject and your email will reflect that new subject line.
