That address was the 7th Ward from 1854 to 1961, then it became the 8th Ward. I just got done working on a family where the fellow was the committee man for the 7th Ward's 15th Division, whose boundaries were 22d, Pine, 24th and South Streets. The 2323 Lombarad Street address would have fit it that area, it would have been the north side of Lombard Street, the fourth house from the corner of 24th Street, it was (still?) a three story brick house, on a rowhouse block.
