Frequently a cargo ship carried a few passengers which would be why only 7 are listed. Workmen on the ship would not be listed so if someone worked his passage, he would not be listed. NARA has a book that lists the ships that arrived in each port on each date. I've used this book in DC, as well as in NY & Phila NARA regional archives.
