Here is a good site. It is a manuel of all the city councils for Philadelphia city for the calender year 1898-1899. It looks like as if that anybody that worked for the city of Philadelphia during this time is listed. It gives their names,Title, and saleries etc. It also lists the boundries for the wards and I think I saw districts mentioned. It also mentions fees for permits. In fact it was a $5 fine to open a fire hydrant without permission. Really an insight as to what was going on with the city Government at that time.
