I suspect that you are looking for a death notice rather than an obituary. Obituaries are written by a newspaper staff person and are published free. They are usually for well-known or famous people. A death notice is a paid notice, submitted by the family, for which the newspaper charges a fee. In the early 20th Century, most people would not pay to have death notices published because most people could not afford them. I know of no master list of death notices in the Philadelphia newspapers. What you are asking for is that someone spend many hours looking in every newspaper published over a ten year period which may, or may not, have a person's death notice.
