Hi Susan, With the year and the file number, you can get the certificates, either pre-1916 (at Philadelphia City Archives) or up to present (at City Hall, Marriage License Bureau) -- I'm not sure which you mean by "Philly Marriage Records Office" -- though it might be cheaper to go in person (or hire someone to do it for you) than to pay the city their copying fees.
