Your posting reminded me of a site I bookmarked a number of years ago titled "The Poorhouse Story". http://www.poorhousestory.com/ If you click on the "Poorhouses by State". Choose Pennsylvania - then Philadelphia you will find some very interesting history on some Philadelphia poorhouses. Clicking on "Collections of the Philadelphia City Archives" in the Records section will give you some idea of what records are available to help your research.
