Capt. - Carl is one of many indian folks with the last name Phillips in the U.S. Take a visit anywhere in the southern part of the country (NC, VA, GA, TN, MO, OK, AR, TX), and you'll meet indian people with the last name Phillips. In OK alone, there are PLENTY of people with the last name. The name may be welsh, but that doesn't mean everyone who has the last name is or was ever welsh.
