Some researchers believe Ruben Clement Phillips was the same person as Reuben Phillips who was born about 1725 in Cecil Co MD and died about 1800-1805 in Oglethorpe Co GA. However, this is the first time I have seen him connected to Quitman Co GA. The descendants of Reuben Phillips of Cecil Co MD comprise Phillips Family Group 2 at Phillips Worldwide.
