Parents were Bertie and Robert Oliver Atkins and she grew up in Falls Co TX She graduated from Lott High School in 1938 and attended Southwest Texas State University in San Marcos TX She worked with the Texas Department of Human Resources beginning as a case worker and being promoted to finance where she was responsible for the annual budget of 20 Texas counties. She retired in 1985 after 42 years of public service. Predeceased by husband of 49years, George Locke "Doc" Phillips and younges son, Joh Locke Phillips. Survived by three sons James Russell Tanner and wife Cathie of Kingwood, Kenneth Eugene Tanner and wife Deborah and Frank Dabney Phillips and wife Cynthia of Coldspring and oen daughter Cynthia Phillips Pira of Humble; two brothers, three sisters, 12 grandchildren and 15 great-grandchildren.
