I have a Samuel Phillips who would have been born in that time frame.. He signed the Will of my grandfather Bernard Phillips who was a tailor in Philadelphia. Bernard was the son of Aaron & Elizabeth Phillips & I believe they had a daughter Rebecca... The family came to Philly from England. I will have to dig into my file for more as I haven't been active with geneology the past several years. I know that Aaron & Elizabeth had 7 or 8 children..
