I am working on a new book that will review the reactions of Europeans who were in America during the Civil War (as immigrants, foreign officers, journalists, or visitors) to major Civil War issues (secession, slavery, emancipation, and the election and reelection of Abraham Lincoln). I have found several interesting reactions by James Phelan, a Confederate Senator from Mississippi, but cannot use them unless he was an immigrant. I would be very glad to heard from anyone who has biographic information on Senator Phelan (or any other Irish-born Phelan who was in the Union or Confederate armies). The new book (as yet untitled) will complement my recent book on the international dimensions of the Civil War, "One War at a Time."
