Edna, The only official civil documents that were recorded much before about 1900 anywhere in the world was in England, starting about 1830, and in the area where Napolean took over about 1800. Probably the best you can get is an entry in a church book. According to the LDS Family History Library online catalog, the civil records for Otterberg do not start until 1799. The church records start in 1589 for the Catholic church and 1651 for the Evangelische church. Find your closest LDS Family History Center and rent the microfilms of the church books for the appropriate period and faith. BTW, do not be confused about Otterberg being listed as Bavaria. That is the Otterberg in the Pfalz (see the references to Kaiserslautern being the administrative center).
