I assume you will be flying into Frankfurt. Rent a car there. Kaiserslauten is just off A6. Get a good road map of the Pfalz. Get or borrow a Fodor or Frommer book on Germany. They will tell you the sights and perhaps have smaller places to stay. Do a search on the web for Kaiserslauten, Permasens, Rheinland-Pfalz and German Tourism. There is a German Tourist Office in NYC and perhaps Chicago. The city sites and the tourist office will have lists of Gasthaus. I wouldn't worry about reservations in April. I think the nicest way to travel the Rhine is to take the boat from Mainz to Koln. You can stop over in Koblenz or other towns along the way.
