Actually, the civil records from this time period can still be found in some places. At least I found civil records, written in French, from 1808, specifically, in the city government or country government offices in Bad Durkheim. This is south of the region you are describing, but subject to the same history you described. The records that they have there are civil records for marriage and birth and deaths for the surrounding towns, including Ebenburg, Feilbingert and Altenbamberg. (Bad Durkheim is just south of Bad Kreuznach.)
