Janet, Pirmasens is a city in the south-west of Germany. "Evaneliscue" is not a german word. Maybe there is a mistake in the transcribtion. "Militar" seems to be "Militär" (written with the german Umlaut-"ae"). The translation so far is: "Pirmasens ... and military". As written before, "Evaneliscue" is not a german word.
