Several members of the Peters and Scarbrough/Scarborough families moved to Tennessee in about 1797 from Greenbrier County, VA. Greenbrier County is in modern day WV. Also, the part of Greenbrier County where I believe they lived is in modern day Monroe County, WV. At least, I know that Tobias Peters and Elizabeth Scarborough were married in the Rehoboth Church in Greenbrier County, VA, but the church is now in Monroe County, WV. So your Monroe County, WV Peters family is probably the same family as my Greenbrier County, VA Peters family. I have circumstantial evidence (no proof yet!) that two of my three Peters lines trace back to Henry Peters. But the third Peters line has been a wild goose chase. To describe my third Peters line, I will start with my gg grandmother Vesta Clay (Vesty) England. "Grandma Vesty" (how my mother refers to her) was the daughter of John England and Jane Peters, and Jane Peters is my third Peters line. So far, so good. But the only Jane Peters I have been able to find who seems to fit the bill was listed on the LDS Web site as born in 1816 in Rockingham County, VA as the daughter of John Peters and Sallie Clay. This fits well with the data you have below, except that I understand that your Sallie Clay and John Peters, Jr. were from Monroe County. Could we be talking about the same Sallie Clay and John Peters, and the same daughter Jane Peters? (By the way, I have Sallie Clay as the daughter of Mitchell Clay and Phoebe Belcher.) To tell you the truth, I was having trouble with my Jane Peters coming from Rockingham County. I can't find any Peters in Anderson County who came from Rockingham County, so I couldn't figure out how Jane Peters got to Tennessee. I do know that John England and Jane Peters were married 23 May 1839 in Anderson County, TN. So Jane managed to get to Anderson County before she was married. Also, being born in about 1816 in Virginia, she would not have been in the original 1797 Peters migration from Virginia to Tennessee. Do note that my proposed parentage for Jane Peters of John Peters and Sallie Clay fits well with Vesty's middle name being Clay. It also fits well with Vesty's daughter (and my g grandmother) being named Sallie Jane. I suppose it's also possible that my Jane Peters was born in Tennessee, and was a granddaughter of either Tobias or Henry from the original migration, but I doubt it. I would then have to explain where Vesty's middle name of Clay came from all over again, and where my g grandmother's name of Sallie Jane came from all over again. I would also have to figure out how Jane was descended from Tobias or Henry, and I have no indication of a Jane Peters of the correct age who was descended from either. I have to admit that Jane's place of birth is listed as Tennessee in the 1850 and 1860 censuses, but I tend to mistrust birth places under these circumstances. I also just realized that I don't have an 1870 or 1880 census record for Jane Peters and John England. I need to chase them down. In any case, my Jane Peters died before 1881 because John England married second Anna Melissa Davis in 1881. Anyway, any light you can shed on this situation would be most appreciated. For example, do you know if Tobias and Henry Peters were brothers? Do you know if Tobias and Henry Peters were related to John Peters who married Sallie Clay? Do you know when or how Jane Peters got to Tennessee? Can you confirm or disprove that my Jane Peters was the daughter of Sallie Clay and John Peters? Etc.???
