Peter - the word "Commissioner" was also used for lay representatives to the General Assembly of the Church of Scotland. Burghs sent a commissioner each to participate in the discussions at that annual body. The reason I could be so definite about him not going to parliament as a commissioner is that I consulted the standard work "The Parliaments of Scotland: Burgh & Shire Commissioners" (2 vols), Scottiah Academic Press, 1992.
