Probably the writer of the ad was over-simplifying. You can check it out yourself: just type "thomas" at your browser address line to go to the Library of Congress' web site for current legislation. I had a quick look around there and didn't find anything like that. If it's true, the Census Bureau doesn't seem to know about it.
