In 1999 I collected Pennington census records for the Clearfield Co area. I located my complete list (including those I couldn't identify and link). Jacob & Lydia (Way) Pennington, , do have a son Robert b abt 1828, who'd be in the correct age range to be your Frank's father, but I can find no further record of him after 1850. Admittedly, my 1860 & 1870 census transcriptions cover only Clearfield Co - I'm not sure if there were any in other counties I skipped over. I will have to search the census indices again.
