John Alan Pennington here I think there have been a lot of rumors flying around about the census, and like most rumors, they may contain some truth, but are probably more wrong. The census is a cooperative affair. The actual census is taken by ordinary citizens, as we all know. I have serious doubts there are more than a handful of arrests of people who refuse to answer the census, out of all those millions. Maybe some gangster or something. The Census Bureau is not in the police business. It has been a long-standing policy of the Census Bureau to protect the privacy of individuals for a period of 72 years. That's nothing new. This sort of confidentiality is necessary if we are to get people to answer questions about race, for example. Summary data of every sort are available as soon as the bureau is able to present them.
