I did a search and came up with thiis ULR that seems to cover all of PA and I don't know if the maps would go back in time far enough, but its worth looking at. http://www-nmd.usgs.gov/esic/usimage/test/pa.html Also, someone on another list mentioned township fire maps, by way of the local fire department.
