    2. I received a copy of the 1883 marriage certificate to the second wife of John T. Payne in DC to Mary Foster. Were there marriage forms that were filled out to apply for the certificate? If so how do I go about getting copies of that? On the same copy as my John T. Payne's marriage certificate there are 2 others. I have printed the information here. To any Minister of the Gospel authorized to Celebrate Marriages in the District of Columbia, Greeting: You are hereby Licensed to solemnize the rites of Marriage between Russell B Taylor of Washington DC and Gertrude C.
