The Westmoreland County Historical Society does not have searchable online databases, so that is why you are not finding lists of names on their web site. I had given the information regarding to the genealogy and research link so researchers could see where the tax records are, how to visit to research them, and, if you live far away, how to get research assistance from the Society. I think you'll find that many historical societies simply do not have the resources to make things available online. Someone else has suggested the Pennsylvania tax lists recently made available on Ancestry.com. (Pennsylvania Tax and Exoneration Lists). Westmoreland County is included in this database, but only up until 1801. The holdings at the Westmoreland Co Historical Society are much more complete, but if you are just trying to establish an early presence in Westmoreland County for one of your ancestors, looking at Ancestry's database certainly can't hurt.
