I had to go through almost the whole township before I found something to be as you described,(18 Aliens in one household...whoa! ) then when I went back to the top half of the form, expecting there to be lots of tic marks indicating perhaps a boarding house or somesuch. But the line matching up to the 18 aliens was BLANK, the whole way across. So I'll keep looking, but I do understsand how it works, tho.
