The reason you didn't find him before 1920 is that the farm was located in Preston Township, not Starrucca Borough. If you do a search for Starrucca on Mapquest, you'll see that the borough is roughly rectangular in shape. Although Shehawken does not show on the map, you'll see Tallmansville to the southeast of Starrucca. Shehawken is north of Tallmansville and almost directly east of Starrucca. The distance betrween them is only about five miles, and the road is mostly in Preston. Based on their neighbors on the census, I'd place them in Preston Township closer to Starrucca than Shehawken. There were two Elmer Lees of the right age in New York in areas not too far from Wayne County: Elmer Lee, son of Wallace and Percilla Lee in Hurley, Ulster County, NY. Reel T-9-939, page 111B. Elmer Lee, son of Frank Lee, in Newark Valley, Tioga County, NY. Reel T9-937, page 138B. 1870. Elmore Lee, son of Wallace & Percilla, in Hurley. Reel M593-1105, page 116. You don't tell us the names of Elmer's parents, so the New York Elmers are highly speculative.
