I don't know what district the Children's home was in. Other than going thru each page for the city of Washington, I don't know what else to suggest. Possibly another lister reading this will know a location of the home. Sometimes it takes sitting all day and reading thru all the pages of the census to locate someone. Have you tried searching for ONLY the surname of the children. Everyone in the home would have been listed , so IF they were in Washington co., you should be able to locate them by a surname search, and browse thru the results.
