She was born in Oil City, (Venango County) on August 31, 1915. She attended Assumption School on Emerald Street and graduated from Oil City High School in 1934. She later graduated from the Philadelphia General Hospital School of Nursing. Prior to her retirement she was the head OB nurse at Marquette (Michigan) General Hospital. Cecelia's parents were Paul and Aniela Mech.
