Bobbie Lee I don't know anything direct about your family. However, we have a George Ballard W Parks, born abt 1820 in Greenup Co. KY. Family moved across the Big Sandy to West Virginia. Then, some (GBW for example) left before 1850, some stayed and fought the Civil War. Some are still in KY/West Virginia, while some branches followed GBW to Oregon in about 1879. I tell you this because we have no "clue" as to the Ballard part of GBW's name (nor what the "W" is for at all, for that matter). Given the obvious family habit for naming children after ancestors, perhaps your William comes from one of the "stay behind" Parks. What do you think?
