They were far from each other. Lower Dublin was in what is now the middle Northeast Philadelphia, could be 10 miles from Spring Garden and maybe another toe to Pine Ward. If you look at your map of Philadelphia, Cottman Ave. is the southern border of Lower Dublin and Poplar St. is the northern border of the Spring Garden District and Spruce St. was the northern border of Pine War, which bordered the Delaware River. This is interesting. What map did you find this on? What year? I grew up in Northeast Philadelphia and never heard of Lower Dublin, so it must have gone out of use before the 1940's anyway. Where I lived was just being built up in the 1920's and 30's, except for Holmesburg, which goes back to the 1700's, and Torresdale. One possiblity is that Lower Dublin referred to a section west of the Boulevard -- sort of where Wilson Junior High is.
