Birth records from that date are at the Philadelphia City Archives (there is a Web page). Births were supposed to be recorded with the city from 1860 to 1906. There are no birth"certificates" as we know them, just a notation. However, unless the child was born with a doctor's assistance, not a common situation, it is doubtful that there is any record.
