The Newport Historical Area entails almost the entire Borough of Newport. That area includes from Fickes Lane to the Juniata River to Little Buffalo and up to parts of Sixth Street. I am not sure but I think that Wentzel's Mill was included. I was on the Boro Council at the time but I don't remember the exact boundary. I don't remember the reason, but parts of Sixth St. were not included. I thought this was a bad decision as the house on the corner of Caroline and Sixth Street was not included as well as a few others. The Perry Historians have a picture of soldiers camping in the yard of that house. Your father could research the boundries at the Boro office. It was all documented.
