That doesn't mean the Census had to be "completed" by April 1, 1910, it means the information was supposed to be "effective April 1, 1910". Wouldn't matter what date AFTER April 1 the information was gathered. The Census 2000, of which I was an enumerator, (and know for a FACT that information is wrong, wrongly gathered, lied about, etc), the date we did the work was in March, and the "effective date" was April 1, 2000, meaning that the Census was done BEFORE the "effective date." Now, if someone were to die on March 31, they couldn't be included in the April 1 Census, but the GOVERNMENT DOES NOT CARE! They want numbers, regardless of "where it comes from." I live in a "city" of about 27,000 people. Some people KNOW the population of this "town" is under 25,000 but in order to get proper Federal Funding, the population HAS to be over 25,000. So lies were made on Census forms. I was an enumerator (not in this town), but I know what I was taught, and the way they handled things, and I'm not afraid to put my name to it! Robert D.
