Samuel RHOADES, William FREAS, & Charles STALEY are named as being "independent, competent, and prudent". Charles N. HOUPT signs for J. F. QUILLMAN, Clerk OC. It is believed by this researcher, that above William FRATT is the son of William FRATT (Sr.) and his wife, .......... ENGARD. I would very much like to discover the first name of the wife.
