That means there's a real possibility that your John Steuart never moved "from" Cumberland into Mifflin but was situated in the portion of Cumberland that became Mifflin. You only provide a hint about the dates of your search but if John Steuart was taxed before 1789 you will want to check records of Cumberland Co., where lists of taxable inhabitants go back to 1750/51.
