She was 72. Mrs. Phelps was born in Bradford, Pa., and had lived in Arlington from 1950 to 1980. She was a former member of St. Maria Goretti Catholic Church. Her husband, Harry Phelps, died in 1985. Funeral: 2 p.m. today at Most Blessed Sacrament Catholic Church in Arlington. Burial: Moore Memorial Gardens in Arlington. Arrangements: Hugh M. Moore & Sons Funeral Home.
