Mr. Dalpan was born in Bradford, Pa., and lived in the Syracuse area for past 10 years. He was an Army veteran of World War II. Mr. Dalpan was a former employee of the Department of Public Works. He was a member of the Salvation Army Golden Age Center. Surviving are two daughters, Andrea 'Sandi' McClive of Syracuse and Sharon DeVaul of East Syracuse; four sons, Donald A. of Waynesboro, Pa., Floyd A. of North Syracuse, Frank A. of LaFayette and Joseph P. of Syracuse; a brother, Andrew of Nedrow; two sisters, Mary Casinella of Syracuse and Lena Gasparini of Jamesville; seven grandchildren; and three great-grandchildren. Services are 9 a.m. Tuesday at St. Michael's Church, Onondaga Hill. Burial is in Onondaga Valley Cemetery. Calling hours are 3 to 5 and 7 to 9 p.m. Monday at the Butler-Badman Funeral Home, 4504 W.
