Margaret, If you look on a contemporary map, Picture Rocks is "smack dab" in the middle of the intersection of Highway 220 and 864. (Most of the town is on the East side of the intersection) Looks like not quite half of Picture Rocks is in Wolf Township and the rest in Penn Township.
