I think the transcription of Miner's History probably changed "Surveyor of Roads" into "a surveyor of Roads". He was responsible for checking the condition of the roads making sure they were kept in repair. A lawyer could have done that. Do you know in what month Yale held its commencement? Ot was your Isaac a member of the Class of 1774.
