    3. A freeman was someone who owned land and had the right to vote. An inmate was usually a hired hand who didn't own land and probably didn't have the right to vote, but that will vary depending on the time frame. In the earliest days of Pennsylvania he probably would have the right to vote but in later days, after the Revolution, democracy became more wide spread. The only time I've seen someone referred to as "the less" is in the case of the Apostles, St. James the Greater and St. James the Less.
